What free software for PC I may use an accent color?

I have the Canon Powershot SX100 IS from Canon and the website says it has color accent but it is not. I emailed them and said the site is wrong. I want to be able to take a picture I have and just an accent color. Is there free software that will do this?

giimp, but I say it is difficult to use. try it however, is open source software.
