U.S. Army Fort Leavenworth Selects Desktop Alert Notification Platform for Emergency Mass Notification

I am getting a new car. Or, the 2010 Kia Forte Koup, 2010 Ford Focus, 2010 Scion tC, or a Honda Civic 2008. (I do not really like the 2010 models of civic education.) What would be the best and why?
